Can I use the Power over Ethernet (PoE) ports on my TPE-1620WS with non-PoE devices?

Yes, you are able to use non-Power over Ethernet devices with TPE-1620WS. Power over Ethernet technology uses digital signatures to identify PoE devices and their proper powering requirements, and any device that does not have a digital signature will not be powered ensuring its protection.
